Bleona Balaj is an associate in Ræder Bing.

Submitted a master’s thesis on digital security in spring 2025 titled The Interaction between the NIS 2 Directive, DORA, and the Cyber Resilience Act – Overlap in the Requirement for Digital Risk Management.

Authored the chapter on digital security in the AI Guide published on 17 September 2025 in collaboration between Ræder Bing and HR Norge.

In the field of GDPR and data protection, she assists with risk assessments of apps, cloud services, and vendors with whom organizations share personal data. She also prepares agreements such as data processing agreements, or drafts privacy policies and terms of use for apps or websites where users need information on how their personal data is processed.

Within intellectual property and marketing law as well as IT law, her main focus is contracts and negotiations, including both supplier agreements and customer-specific agreements drafted based on the Norwegian government’s standard contract templates referred to as SSA.

In the area of security advisory, she assists with assessments of current Norwegian regulations under the Security Act and upcoming EU regulations such as the NIS 2 Directive. She also develops routines and other necessary documents for organizations in Norway to comply with requirements in the GDPR, DORA, the Security Act, and other regulations on digital security.
